Fire exit hardware is panic hardware additionally listed for a rated door assembly. The difference you can see on site is dogging, and why fire doors cannot have it.
Panic hardware and fire exit hardware look nearly identical and are not interchangeable. A fire exit device is panic hardware that has additionally been listed for use on a fire door assembly. Fitting the wrong one is not a performance compromise — it is a code violation, and on a fire door it can defeat the assembly it is mounted to.
Panic hardware releases the latch when somebody pushes the bar, with no prior knowledge of how the door works and no more than a shove from a crowd. It is tested under ANSI/BHMA A156.3, and Grade 1 devices are rated to 500,000 cycles.
The building code, not preference, decides where it is required. Under the IBC, panic hardware is required on doors serving Group A (assembly) and Group E (educational) occupancies with an occupant load of 50 or more, on Group H (high hazard) regardless of load, and on electrical equipment rooms above the thresholds in NEC 110.26. If a door falls into one of those categories, a lever handle is not compliant no matter how easy it is to operate.
A device like the 8300B Heavy Duty Rim Device or the Accentra 2100 Series covers standard panic applications on single doors and on pairs fitted with a mullion.
Fire exit hardware does everything panic hardware does and is additionally listed — usually UL 305 for panic plus UL 10C for the fire assembly — for installation on a rated fire door. Two requirements follow from that listing, and both are absolute.
It must latch positively every time the door closes. A fire door only resists fire if it is held shut. A device that lets the door rest closed but unlatched has failed at its actual job.
It cannot have mechanical dogging. This is the practical difference you will notice on site.
Dogging holds the touchbar depressed so the latch stays retracted and the door push-opens freely. On a shop entrance during trading hours it is genuinely useful, and standard panic devices offer it as a hex-key or cylinder-operated feature.
On a fire door it is prohibited. A dogged fire door is an unlatched fire door, and an unlatched fire door will be pushed open by the pressure differential a fire creates. Fire exit devices are therefore supplied without mechanical dogging, and the fire-rated variants of a device are ordered as such — the fire-rated configurations of the 8300B, or a purpose-built fire-rated device like the F2000V fire-rated surface vertical rod device.
Where a fire door genuinely needs to stand open, the compliant method is electric latch retraction tied to the fire alarm, so the latch releases and the door closes and latches when the alarm sounds. It is not dogging; it is a fail-safe hold-open that gives up on command.
Separately from the fire question, the device has to suit the door configuration. A rim device latches into a strike on the frame or mullion and suits single doors and mullioned pairs. A surface vertical rod device such as the 8400B Surface Vertical Rod latches top and bottom and suits pairs without a mullion. A mortise exit device such as the Von Duprin 9875EO-F combines a mortise lock case with a fire-rated push bar for high-security rated openings.
Confirm four things: the occupancy and occupant load, whether the door assembly is rated and to what duration, the door configuration, and whether anyone intends to hold the door open during the day. That last one is where the fire question usually surfaces — somebody wants dogging on a door that cannot have it.
