Access Control and the Fire Alarm: Getting the Sequence of Operations Right

Electrified openings fail inspection because nobody wrote down what the door does when the alarm sounds. The sequence of operations, and the five checks that get it right.

The electrified opening that fails inspection is rarely fitted with the wrong hardware. It fails because nobody wrote down what the door is supposed to do when the fire alarm sounds, so three different trades each assumed something different and none of them tested it together.

Access control and fire alarm are two systems that have to agree at every door they share. Here is how to make them agree on paper before anyone asks them to agree in front of an inspector.

The document that solves this is a sequence of operations

A sequence of operations is a plain-language table, one row per electrified opening, that states what the door does in every state it can be in: normal, valid credential presented, power lost, and fire alarm active.

It is not part of the hardware schedule and it is not part of the alarm drawings. It sits between them, and on a lot of projects nobody writes it because everyone assumes it belongs to someone else. Write it, get the three parties to sign it, and most of the problems below never happen.

Confirm which openings release on alarm

Some doors have to unlock when the alarm sounds and some must not. Both are correct answers, and the difference is deliberate.

Doors that typically release on alarm include electromagnetically held-open doors and any electrically locked door on an exit route where the code official requires it. Doors that typically stay locked include stair re-entry doors on some occupancies, secure perimeter doors, and areas where releasing the lock would create a bigger problem than it solves — psychiatric units, secure storage, cash handling.

The point is not which list is longer. The point is that every opening is on one list or the other in writing, and that the choice was made by someone entitled to make it rather than defaulted to by a wiring decision on site.

Confirm which ones stay locked and remain openable from inside

This is where "stays locked" gets misunderstood. A door staying locked in an alarm condition means it stays locked against entry. It never means locked against exit.

Egress does not change. Whatever the credential arrangement is on the outside, the inside must always release the latch in one motion, without a key, without a code, and without power. Electronic access control governs who gets in; it has no business governing who gets out. If a design has a door that cannot be opened from the inside in any condition, that is not a commissioning detail to sort out later — it is a life safety defect, and it is the one an inspector will not negotiate on.

Two related items belong on the same row of the table. First, fail safe versus fail secure: a fail safe device unlocks when it loses power, a fail secure device stays locked. Both leave egress intact from the inside; the difference is what happens to entry, and it must be a stated choice per opening rather than whatever the supplied device happens to do. Second, on a fire-rated assembly the electrified hardware has to be listed for use on a rated door. A device that is not listed voids the rating no matter how well it is installed, and no amount of correct wiring rescues it.

Document the sequence of operations in writing

One row per opening. Opening mark, room name, lock type, fail safe or fail secure, what a valid credential does, what happens on power loss, what happens on alarm, whether the door is monitored, and whether it reports forced or held-open.

Circulate it to the owner, the electrical contractor, the alarm vendor and the door supplier, and get it back marked. It is a one-page exercise on a small job and a few pages on a large one, and it is the cheapest document on the project relative to what it prevents.

Get the electrical contractor and the alarm vendor in the same conversation

Almost every failure at these openings lives in a gap between scopes. The door supplier provides the hardware. The electrical contractor pulls the cable and provides power. The alarm vendor provides the relay or interface that tells the door what to do. The access control integrator programs the credentials.

Four parties, and the interface between them is usually a single dry contact that nobody has claimed. Decide explicitly who provides the relay, who terminates it, who provides the power supply and where it lives, and who is responsible for the door position switch. Do it in one call with everyone present rather than four separate calls, because the answers have to be consistent and they will not be if they are collected serially.

Test the sequence before the inspector does

Put the building into alarm and walk every electrified opening. For each one, confirm it did what the table says it should do — not what someone remembers it should do.

Then test the failure modes, because they are the ones nobody checks. Pull power to the access control panel and walk the doors again. On battery-powered standalone locks, remember that they fail closed when the battery dies, which is why anything that matters needs a key override and a scheduled battery replacement rather than a replacement on failure.

Do this walk with the alarm vendor and the electrical contractor present. Finding a mis-wired relay with the people who can fix it standing next to you is a twenty-minute job. Finding it during the inspection is a re-inspection.
